Surcharge Authorizations
Surcharging allows you to pass on a portion of the credit card processing cost to the cardholder. does not calculate the surcharge for you and does not enforce regional or card-brand surcharging rules.
Supported Processor
- Chase Paymentech Solutions
Prerequisites
Before you implement surcharge processing, you must complete these prerequisites:
- Contact your Chase Paymentech Solutions relationship manager to enable surcharging on your merchant account.
- Provide written notice to the card networks (Visa, Mastercard, Discover) at least 30 days before assessing surcharges. This is a network requirement, not a requirement.
- Sign any surcharging addendum or contract that Chase Paymentech Solutions or the networks require.
- Post the required customer-facing disclosures at the point of sale and on receipts, according to network rules.
Supported Card Types
Surcharges are supported on Chase Paymentech Solutions for these credit card types:
- ChaseNet: credit, signature debit, and prepaid
- China UnionPay
- Diners
- Discover
- JCB
- Mastercard
- Visa
Calculate the Surcharge
You are responsible for calculating the surcharge amount for each transaction. does not calculate surcharges. You decide the percentage (or flat amount), apply it to the eligible portion of the transaction, and include the resulting amount in the authorization request.
Surcharge Percentage Limits
Percentage limits are imposed by the card networks. does not enforce them; exceeding them results in network non-compliance fees assessed against you.
| Card Type and Region | Maximum Surcharge |
|---|---|
| Visa in the US | 3% of the sale amount |
| Mastercard in the US | 4% of the sale amount (parity rules apply) |
| Visa and Mastercard in Canada | 2.4% of the sale amount |
| Discover, JCB, China UnionPay, ChaseNet in the US | Follow each brand's published cap; treat 3% as a safe ceiling unless you have written guidance otherwise. |
Parity rule: When a transaction could be surcharged at multiple percentages depending on brand, you must assess the surcharge at the lowest applicable percentage. For example, if you accept both Visa and Mastercard in the US, your effective cap is 3% across the board because of Visa's lower limit and Mastercard parity requirements.
State and Regional Rules
Surcharging is regulated by federal, state, provincial, and local law in addition to network rules. Some US states prohibit credit card surcharging entirely, others require specific disclosure language, and some cap the percentage below the network limit.
does not maintain a list of which states allow or prohibit surcharging and does not inspect the cardholder billing address or merchant location to decide whether to send the O7 record. Because the system operates as a pass-through gateway, it transmits the surcharge amount you send regardless of jurisdiction.
Quick Implementation Checklist
Use this checklist to confirm that your completed implementation meets requirements before you start processing surcharge transactions.
- Surcharging program is registered with Chase Paymentech Solutions, and required notice is given to card networks at least 30 days before assessing surcharges.
- Customer-facing disclosures are posted at point of sale and on receipts.
- Application logic computes the surcharge amount per transaction, respecting network caps and the lowest-percentage parity rule.
- Application logic suppresses the surcharge field on ineligible methods of payment (American Express, debit) and on transactions in jurisdictions that prohibit surcharging.
- The surcharge amount is added to the grand total amount sent on the request.
- The surcharge amount uses the same currency as the grand total, numeric only, up to two decimal places. Maximum length is 15 characters.
- The surcharge amount appears populated in the appropriate field for your API.
- Receipts and customer disclosures show the surcharge as a separate line item.
